Mix together 2 tsp all purpose flour and 1/2 cup milk without any lumps.
Heat 1 tsp butter in a pan. Add all purpose flour and milk mixture, stirring well for 2 - 3 mins. Keep aside. White sauce ready.
Boil 2 cups water in a large sauce pan. Add 1 tsp salt, 1 tsp oil and 1 cup rotini pasta. Cook for 10 min.
Drain off the pasta and pour cold water to stop cooking process. Keep aside.
Heat 3 tsp oil in a pan, add 1 chopped onion, 1 tsp ginger and 1 tsp garlic. When they become translucent, add 2 chopped tomato and fry for 3 - 4 mins.
Add the 1 cup mixed boiled vegetables, salt to taste, 2 tsp tomato sauce and 2 tsp crushed pepper.
Pour the white sauce and mix all the ingredients well.
Now add cooked pasta and mix gently till the sauce gets coated well.
Veg pasta Ready.
